Mr. Lee Spangler is the Assistant General Counsel for the Texas Medical Association and the legal counselor for TMA's Board of Councilors - the ethics policy making body of TMA. Prior to coming to TMA, Mr. Spangler was the acting general counsel for the Texas State Board of Physician Assistant Examiners, a staff attorney with the Texas State Board of Medical Examiners, and, later, a staff attorney for the Texas Department of Insurance where he specialized in issues relating to HMO solvency. He has authored several articles on medico-legal topics that have appeared in such publications as Texas Medicine and the Texas State Bar Health Law Section Report. He speaks across the state on various topics including HIPAA privacy, managed care contracting, and fraud and abuse. Mr. Spangler earned his undergraduate degree in business administration from Saint Edward's University in Austin, Texas and his Juris Doctorate from the University of Dayton School of Law.
